Brief Answer:
Likely to be retention cyst

Detailed Answer:
Hi
I have seen your image
The lesion is small retention cyst which is occasionally seen near the sulcus of glans. It basically occurs as result of reaction to smegma which is normally secreted at that region. In the absence of any other significant history like progression in size or associated discharge there is no cause for concern.
Application of Steroid ointment helps in quicker resolution.

Take care
