Question: When I lye on my back and bring my right leg up with knee bent toward my chest my leg does not want to come straight up, it wants to flare out to the right and I can only raise it up until my foot reaches my upper calf.

You are concerned that you can't bring your bent leg up to your chest. That as you do it flares to the outside. This is due to either ligaments in your hip preventing full range of motion or from arthritis in the hip. I would recommend seeing a physcial therapist your could do leg stretches and help regain your range of motion and also see your medical provider for x rays of the hip to see if arthritis is preventing your range of motion.

If the loss of range of motion is from ligaments you can regain your range of motion. If it is arthritis then there is less likelihood of getting back that range of motion unless you have a hip replacement.

In summary

2. Ligament shortening can improve with stretching exercises and physical therapy
3. Arthritis of the hip unable to regain range of motion without hip replacement
