Brief Answer:
could be yeast or other type of infection

Detailed Answer:
Hello and thank you for your question.
Spots or bumps that come up on the genital areas are usually from some type of infection.
It is not likely herpes because that is usually blisters that are very painful.
You would need some testing to determine the exact cause.
You could try to use some over the counter medicine for yeast. It will usually be a cream that says "jock itch treatment". This is for yeast and if that is the cause it should get rid of it.
If you are at risk for sexually transmitted infections it would be a good idea to go to a STI treatment clinic and get checked for various infections. Some of the STIs can present with small bumps on the penis.
Please let me know if you have further questions.

Brief Answer:
permethrin

Detailed Answer:
Hi,
For genital lice a permethrin solution of 1% is most often used.
For whole body scabies (lice) a permethrin lotion of 5% is used.
These need to be obtained from your doctor. Follow directions from your doctor
This is the quickest way to get rid of the lice
