Question: foreskin is hard to pull back.it hurts like it has a rubber ban around it ,it is cracked and breeds.

I am sorry to hear that you are having problems with your foreskin. What you describe is called phimosis. This is an infection usually a candida infection of the foreskin. In my practice I usually have my patient start an oral anti-fungal medication like diflucan. Then while the antifungal is working gently pull back the foreskin and clean the area as best you can.

Usually that can heal the area and allow for retraction of the foreskin. It will be really important later to keep the foreskin clean to prevent recurrence of the infection.

If this does not help then you may need circumcision. This is done by a urologist and will completely eliminate the problem.
