Brief Answer:
I suggest a moisturizer+ a potent topical steroid

Detailed Answer:
Hello. Thank you for writing to us

i have gone through your query and i have also reviewed the image.
I can see a dry scaly patch of skin.

I suggest a possibility of eczematous dermatitis.
Predisposing factor being underlying dry skin.

I suggest you to use a moisturizer regularly, at least twice daily and everytime after washing hands.
Avoid using soaps too often. Soaps are drying and would exacerbate drness.

Specifically for this patch of dermatitis I suggest you to apply a potent topical steroid e.g either clobetasol propionate 0.05% cream or halobetsol propionate 0.05% cream, twice daily, over and above the moisturizer.

These are prescription topical steroids and therefore i suggest that you to visit a specilist in your region for the needful.

You should continue with the moisturizer even after this patch resolves to prevent a recurrence.

Regards
