My baby is not urinating, but has runny poo.

If the liquid is clear tear, it could be due to inflammation of blockade in the lacrimal gland drainage system in the eye. Lacrimal punctum irrigation can clear the blockade if its a simple one and solve the problem.

It may be due to bacterial or just a normal variant. It would be better to get a stool routine and microscopic examination of the stool sample.
