Welcome to the forum.
At your age,the most common cause of poor flow is a block somewhere in the urinary tract - from the foreskin ( phimosis) to the urethra (Stricture urethra).
If i were your treating doctor, I would examine you for phimosis and look at the meatus.
Then if i suspect stricture urethra, i would do uroflow test and take it from there.

Blood in the urine is a clear indicator of injury to the urinary tract. Rule out kidney stones by getting a Ultrasound scan, if no stone found then a KUB xray along with it a Cystoscopy may be needed to localize the point of bleed.
