fluid. This can be from varicose veins, obesity, pregnancy, some blood pressure pills that cause all your blood to fall to the ground (due to vessels dilating)
liver, lung, kidney or heart failure
Generally, if it's JUST the lower legs (no bad med history, no shortness of breath no fluid EVERYWHERE)... it's going to be the minor stuff not the major stuff.
(easy to tell in office visit).

It is better left covered.
If you get into the water or it gets socked otherwise, leave it open till it dries . Then apply the topical antibiotic and cover with the sterile dressing.
