i am a 14 year old boy and my leg hair right above my ankle hurts when i rub upwards toads my shin do you know what could cause this?

As the hair hurts in reverse massaging, it could be just normal or a folliculitis (infection of hair root)
If it is not causing any problem in daily activities, just keep it ignored. If it hurts otherwise you should see a dermatologist who may examine it clinically and come at a diagnosis.
