Hello
It seems from the history that you are having allergic reaction to neosporin in the form of dark circles around the eyes.
The dark circles can be because of eczematous reaction involving the skin of the eyelids.
This reaction will decrease once you stop the drug and use antiallergic creams to control the inflammation.
Hence I advice you to consult your doctor for examination and treatment accordingly.

Thank you

What was your problem to use neosporine? Now you have stopped and every thing is ok. You have written dark eye circle. It appears it is around the skin of eye. If so then use dark glass for few days. Apply moisturising cream over it. They should go.
