For hemorrhoids: He can use ANOCREAM, this will relieve the pain. But it is better to consult the surgeon and have them removed surgically.

For Diabetes, best initial medicine is metformin. He needs to get the following tests:
Hb A1C
Creatinine
Urine microalbumin
Eye examination
lipid cholesterol
foot screen
Diet education

Buy Glucometer and check the blood sugar minimum 3-4 times a week.
