What Causes Cold Feeling To A Person Having Emphysema?

My father is 90 years old with emphysema. He is very short of breath all the time and the disease seems to be progressing quickly now. My concern at the moment is that over the last couple of weeks he has been saying he is alway cold, even when the room is very hot. He says he can't get warm

Your father is having EMPHYSEMA and his age is 90 years .
As you mentioned that he is feeling very cold , even , when room very hot .
He is also having shortness of breath.
All these symptoms are due to short of breath and emphysema .
Increased work of breathing involve accessory ventilatory muscle use . Due to shortness of breath and progressive increase of symptoms is an indication of CONGESTIVE HEART FAILURE , typically when patient's age is 90 years and having emphysema .
I recommend you consult a CARDIOLOGIST and get his opinion because gradually patient is going toward cardiac failure.
