General & Family Physician 's  Response
Hi,

The bleeding you have from a red and tender spot near urinary meats seems to be due to infection / inflammation of the urethra and bladder. It can also follow a trauma occurred during passage of a urethral stone. Please get yourself examined, investigated and treated by an expert urologist. It may heal with proper treatment. Cancer also needs to be confirmed with specific investigations, if doctors thinks it necessary after examining you.

Take care. Hope I have answered your question. Let me know if I can assist you further.
