What Are The Rashes After Putting Implanon In The Arm?

my 16 year old had implanon put in her arm 2 weeks ago and has had rashes for the last 5 days. I took her to the doctor and she said it was a viral rash. Do you think it's an allergic reaction to the implanon? It's tiny little red dots all over her body and they aren't itchy and not chicken pox. Thanks
