Looks like you have got some infection in your genital region. This may be bacterial or vaginal. Having sex is not compulsory to get such infections. It may be due to excessive sweating, wearing tight or wet inner clothes.
Please visit your gynecologist and explain your problem in detail to her and please make it clear that you have never had sex. It is better you start oral medications (antibiotics or antifungals) and if necessary a local medication in the form of pessaries for better treatment response.
You can also have a talk with your doctor on ways to improve your genital hygiene and how to keep your genital area dry.
Hope this helps.
