Suggest Medications For Swollen Eye Lid

My left eye lid has been swollen for the past 6 months and my eye is always watery. I went to eye doctor and he said there is nothing wrong with the eye itself. What could another cause be? When I wake up in the morning I do have bags under both my eye but they go away after a few hours.
