Hi and thanks for your query,
general weakness on one side of the body with a history of stroke as certainly due to the stroke. However, the weakness could equally be associated to heart failure, but would require other clinical and paraclinical signs to make a clear diagnosis. Limb swelling, palpitations, abdominal pain, breathlessness and easy fatigability are suggestive of heart failure.
I think is a good idea that he be reevaluated by a cardiologist. Cardiac ultrasound, an electrocardiogramme, coupled with clinical findings shall be key in making a diagnosis, prescribing other tests if necessary and adopting a more comprehensive treatment plan. It is possible that it should heart failure, but consulting a cardiologist shall exclude any other cause of tiredness, or confirm this diagnosis.
Thanks and hope this helps,
Best regards,
Luchuo, MD.
