Raised Red Freckles Below Eyes. What Are The Capillaries Around?

I have a very small raised red freckle an inch below my eye. Surrounding it are visible capillaries/ blood vessels. The entire affected area is about 1 cm. but the freckle itself is about 1 mm. It hasn t gone away with time... and from my research online, it looks like it may be Telangiectasias. Is this something I should seek attention for immediately?

you just need to get your retina check up done to rule out telengiectesia in retina,well not an emergency.
