With the available described symptoms, there appears to be possibility of suspected cystic mass causing pressure effect on nerves.
You should consult with internal medicine specialist/ neurologist
and should go for thorough check up.
Affected area defined by you is supplied by C2 and C3 nerve radicles and may be compressed by cystic mass which may also be connected by spinal cord
and surrounding tissue.
You should go for CT/ MRI
scan of the affected spine for better clarification.
