Hi,
Normally placenta is located in the upper part of uterus.
If it is located in the lower part of uterus it is called as low lying placenta.
A low lying placenta at 3 and half months pregnancy is not of much concern.
As pregnancy grows it usually moves up. It usually does not cause bleeding and at this time of pregnancy.

So if this travailing is a must for you, and if you have not had bleeding so far you may travel.
If the journey is more than four hours take a break in the journey.
