I noticed a bunch of little white spots in various areas on my upper lip. What could be the sign of this symptom ?

I am 21 and have had cold sores for several years. The last outbreak I had was early January and I usually do not get more than 2 maybe 3 a year. However, today I noticed a bunch of little white spots in various areas on my upper lip. I am not experiencing any of the normal tingling or burning but am wondering if these could be the warning signs of yet another outbreak.
