How To Treat Restricted Elbow Movement In A 3 Years Old Child?

I have 3 years old daughter whose brachial plexus was totally destroyed during delivery( left arm and right prenic nerve), she had a a nerves transfer surgery at the age of 3 and a half months. now after more than 2 years after the surgery she still cant bend her elbow (only when she is lying down) and very weak movement in the fingers. Boutox is effective for the elbow?? or a muscle transfer surgery? can we try the boutox first? then if doesnt work go for the surgery? Thnx
