Hi..
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand..

As per your complain phlegm at the back of throat along with blocked nasal passage seems to be due to Sinusitis in which there is infection and inflammation in the sinus leading to fluid accumulation that leads to congestion and blocked nose and post nasal drip that causes excessive mucous..
I would suggest you to consult an Otolaryngologist and a thorough clinical evaluation along with investigations like PNS View of sinuses and nasal endoscopy can help in confirmation of cause and treatment can be planned accordingly..
As of now you can use decongestant nasal sprays like Otrivin or Nasivion and do steam inhalations, take mucolytics like Bromohexine..
Avoid chilled and spicy foods..
Hope this information helps..

Thanks and regards.
