Hello

Based on findings described by you, it appears that your sister is suffering from macular hypoplasia and carries a poor visual prognosis. In my opinion, this situation does not have a treatment as of now. However, for unsteady fixation you can visit a good orthoptic department where some fixation excercises could be of some help. If however, the vision remains the same, you should go for choosing a careful career/lifestyle for her. You should visit a low vision aid center where the assesment about work she can perform can be made and lifestyle changes can be taught.

Regards
