Brief Answer:
Blood report suggests bacterial infection, can be controlled with antiobiots

Detailed Answer:
Hello,
Thanks for posting your query on HealthcareMagic.

The blood reports show increase in white blood cells and neutrophils.
This suggests presence of bacterial infection.
Antibiotics will help to clear the bacterial infection.
The rash on the face, neck and ear could be a malar rash.
Malar rash occurs after exposure to sunlight.
Steroids will help to clear the rash if it is due to exposure to sunlight.
Direct exposure to sunlight should be avoided.
I suggest you to consult a dermatologist for clinical assessment and thus management.

Thanks and take care
