Question: I have a swelling in the line between my anus amd scrotum. A little irritating and I guess it popped when I say in a chair and there is a little blood coming out bit no smell

Thanks for your query ,based on the facts that you have posted it appears that you have noticed swelling in perineal region since couple of days .

This is most likely to be a Perineal Abscess in a stage of induration that has developed due to Staphylococcal infection of hair follicle .

Take antibiotic like Augmentin and anti inflammatory medication like Diclofenac twice daily .

ensure to observe proper personal hygiene by cleaning the area with warm water twice daily .

It should subside within a week .If fails to get resolved you may need to consult qualified general Surgeon for evaluation and get it excised .
