Brief Answer:
Seems to be ligament injury.

Detailed Answer:
Hi,

Thanks for your query.

From your description and image provided it seems to be ligament injury. As there is no any improvement even after 3 weeks, I suggest you to consult an orthopaedician for examination and go for MRI to see the severity of tear.
Meanwhile you can take ibuprofen for pain and inflammation. Avoid putting weight and rest well.

Hope this will helps you. Let me know if you have any more concern.

Take care.

Description below.

Detailed Answer:
Hello sir,

If ligament injury is of mild to moderate degree, it will be able to heal with proper rest, icing and compression.
Some nutrients which are important for recovery after injury include vitamin C, folic acid, calcium, vitamin D, VIT B12.so supplements of these nutrients will lead to early recovery.
A ligament injury can swell like this.

Wishing you speedy recovery.
