Brief Answer:
It is Phimosis.

Detailed Answer:
Hi
As per your description, it looks like Phimosis. Here, foreskin can't be retracted.
In my opinion, you should go for Circumcision surgery. It is a simple procedure which can be done under local anaesthesia or short general anaesthesia.
There are no medicines for this.
I have done many Circumcision surgeries with good results. Please consult a General surgeon and get it done.
Nothing to worry.
Hope I answered your query. If you have any questions, I will clarify further.
Wish you good health.
Regards

Sir before injury the skin use to retract back easily, the day since I got the injury where the foreskin attaches to forehead of penis that day onward the opening of foreskin got narrow and it is swollen a bit.. The skin joint stays a bit moist. And it does not pulls back.. Just after injury it happened. Before that injury I was perfectly fine. Are there any tubes or something of that sort which I can apply to the skin on the affected area?

And how much does circumcision cost , approximately?

Brief Answer:
Ointment has no role now.

Detailed Answer:
Hi
The foreskin has to be retracted regularly and clean the smegma that is collected has to be removed.
Due to injury, you might have not retracted the foreskin due to pain and the smegma that is collected will attach foreskin to the glans. After healing, due to fibrosis also skin might have not retracted.
There are no medicines for this.
Cost for Circumcision varies from hospital to hospital and by the type of anaesthesia you take.It ranges from Rs10,000 to Rs15,000 .
Wish you good health.
Regards
