Brief Answer:
NEED INVESTIGATIONS

Detailed Answer:
Good day.
Noted your question. During puberty it is common for thyroid to enlarge which should settle by late teen age. Buy at this age ,, if your sister has a thyroid swelling ,,few tests will have to be done . I hope a GP has already examined her. May I suggest these tests?
1) Free T4, TSH
2) Anti TPO and Anti Tg antibody
3) ultrasound scan of neck.
Further evaluation is only possible after these tests.
Is there any family history of thyroid swelling or hypothyroidism?
Does she have any symptoms like difficulty in swallowing , breathing difficulty, ,voice change etc?
Any symptoms like dry skin, cold or hot intolerance, constipation or diarrhoea?

Majority of thyroid swelling are benign. Iodine deficiency and hypothyroidism are common causes. However, early twenties is a tricky age as far as thyroid is concerned. We certainly need to investigate.

Could this be thyroid cancer?

None of the above symptoms apart from breathlessness. She is asthamatic.

She has had examination and a thyroid function test has been done.

Her mum has thyroid problems and has been diagnosed recently last 3 years. She is 47 at the time.

Otherwise fit and healthy.

The swelling isnt visible.

Doctor has exmained her and said its common in women.

Just wanted your expert opinion.

Brief Answer:
Ultrasound scan recommended

Detailed Answer:
Thyroid cancer is rare. The prevalence is < 0.5% in any thyroid nodule/swelling.
Could you share the thyroid function test results? She also would need am ultrasound scan.
Do not worry, vast majority of thyroid swellings are benign. Getting an ultrasound scan is highly recommended.
