Brief Answer:
Should wait to see results

Detailed Answer:
Dear Mrs,

You should wait 3-6 months to have the full effects of CRT. Usually in majority of patients there is significantly increase after CRT implantation. But there are small amount of patients who don't have any benefit or have small benefits.
It is individual, and the only way to know how the patient will benefit, is to wait.
Other options are left ventricular assist devices and heart transplantation
There are inotropic medications also, which can increase rejection fraction a little, but they don't have wide usage.

Hope I could help you

Wishing you good health

Brief Answer:
No need for heart transplantation

Detailed Answer:
Dear Mrs,

As I concluded from given information your mother doesn't have severe heart failure despite low ejection fraction. She is doing quite well with small doses of medications.
In this case there is no need to go for heart transplant. She should continue her medications.

Wishing good health to your mother
