From your description I believe you may have otitis externa. This is also known as swimmer's ear. Water in the ear canal will change the pH and allow an infection. As a treatment first is to keep water out of the ear with ear plugs. You can also try using a diluted solution of vinegar to correct the pH. If that does not help then seeing a doctor for prescription ear drops would help
