Yes it is safe to have intercourse during periods, but with precautions as the chances of both partners getting /transmitting infections are more. Also risk of sexually transmitted diseases are more. The whole month is there for you to enjoy, why cant you have some self control? why invite unwanted trouble when you can prevent things that cannot be cured???
