Will Lidocaine Or A Penile Nerve Block Reduce The Urinary Stricture Pain?

I have a urinary stricture at the fossa navicularis. I was told to dilate this using a 14f sound but the pain and force is considerable, even when first dilating with 10f and 12f. Will local injection of lidocaine (or Mepivacaine) or a penile nerve block reduce the pain?

It will be more invasive.
In our hospital, we advise lignocaine jelly for local application before inserting sound, jelly applied to sound.
