Which Specialist Treats High BP, Congestive Heart Failure And Dehydration For An 85-tear-old?

Hello. My Father is 85 years old and was very ill a couple months ago. He had a very high fever and was confused so we took him to the hospital. He had pneumonia with fluid on his lungs. While he was there, they regulated his meds that he takes for high blood pressure and his congestive heart failure. Come to find out he had been taking the wrong dosage. He would get dehydrated often and fell a couple of times. Between the high fever, dehydration, and extremely low blood pressure he was always confused. (that would make anyone confused). During that time, my oldest brother (my Dad s Durable Power of Attorney) took him to his primary physician (my Dad s Dr.) and basically had him declared incompetent. Since then, his pneumonia was cured, his medications have been regulated, he hasn t fallen and is no longer confused at all. Actually he has recovered and is sharp as a tack . Within the past 2 months, the DPOA (my brother) has cleaned out my Dad s house of all his belongings and planning to put it up on the market. Today we took him to the same Dr. to have him re-evaluated for competency. Dad did a great job answering all of the questions. But then the Dr. said that he wasn t convinced he was competent just yet to give it more time. Can we get a second opinion and what kind of Dr. should he see? Geriatric Doctor? I m sure we would have to send the other Dr. his recent medical records so he could make an informed decision. Dad is a Veteran of the Korean War and qualifies for a Vet Assist program where they provide nurses and in-home care to Vets so they can stay in their homes. If we wait, his home will be sold. My Dad is just disgusted with my brother as my brother is driving his vehicles and getting ready to sell his house. Dad just wants to be at his house with his little dog and of course, his girlfriend Carol. (Yes, he has a girlfriend). My basic question is what kind of Doctor should I call in order to get a 2nd opinion?? And can I get a 2nd opinion on competency? I cannot get any answers out of anyone, they just tell me to hire a lawyer, but i do not have the money. I just basically want to get him deemed competent ASAP. How do I go about that?
