Hello,
Dry skin essentially means that the skin lacks moisture. This can be managed by avoiding exposure to cold weather, use of bath soap with neutral pH and application of a moisturizer. If these measures do not help, you must seek the help of a dermatologist.
Many children have hair on their forehead, back or shoulders from infancy . This hair invariably does not grow and does not persist into adulthood. It is generally not advisable to perform cosmetic procedures on children unless it affects their body function. However ,if it persists, you may consult a dermatologist for permanent hair removal using laser.
