What Does Soreness Around A Surgical Inscision Indicate?

I had my right hip replaced one and a half years ago. Now where the cut was made has developed a sore. I went to the doctor and he lanced it open. He checked my blood for infection and took a culture and said everything was good. That was six weeks ago and its still draining. Is that normal, and how long should it drain.

Except drainage you need to take antibiotics orally.
