What Does A Small White Bump On Under Penis Foreskin Indicate?

Hello, I ve had a small white bump on the inside of my foreskin since February, last week I went to the GP, and she said he didn t look like a genital wart, but also she said she didn t know what it was, in response she prescribed me some hydrocortisone and told me to apply it for two weeks, and then wait for a month?. Will hydrocortisone actually get rid of this bump or does she even know what she s talking about? I ve always thought hydrocortisone was to be used for conditions such as eczema and itchiness/redness, something which I definitely don t have. Thanks.
