What Do White Patches Under The Foreskin Indicate?

I have noticed a white patch less than 10mm long under my foreskin. Its like a dry patch. It came suddenly after a masturbation. i Have had a lesion on my penile head for the last 1 year. Two doctors consulted with told me its just a fungal infection. i have a history of oral sex. The lesion on my penile head slowly healing without any treatment. now what is this white patch.?
