What Do White Bumps In The Pubic Area Indicate?

I have three white pimple-like spots on my private area that have been there since January. I ve been tested for STD s and all have come back negative. What could this be and is there a way to make it go away without going to the doctor? I also shave down there and have another bump on the opposite side that is filled with blood that according to what I have read on here might be an infected hair follicle.
