What Do Swelling, Itching And Inflammation In The Lower Legs Indicate?

My lower legs are swollen, itchy, red, and feel hot. I was checked for a blood clot. I had one about 18 months ago that is still partially there (behind the right knee). There are no new clots. What can I do to relieve the itching, reduce the swelling and hot feeling?
