What Do Red Spots On The Arms And Chest Indicate?

I have little red dots on my skin that have spread around. The first one appeared under my arm and in a few days it has spread to my chest and belly area. They are not on my legs or face. They are not itchy. They are just small red dots that have appeared suddenly. They are not pimples because they cannot be popped.
