What Do Pulsations On The Knees Indicate?

My husband has what I think is a vein pulse in the outside of his knee when he is sitting with his legs straight and propped up on a coffee table. You can see it pulsing under the skin. When he moves his leg it is still there as long as his legs are straight. When he bends his knee it goes away or can t be seen.

If pulsations are there it's due to arterial not venous because they don't have pulsatile features vein just dilated and engorged.
