What Do Pain And Swelling On The Left Shin Indicate?

Soreness and swelling on the front left outside shin, to the outside of the tibia, 1/3 of the way up from the ankle to the knee. It hurts to lift my to toes, particularly my smaller toes. OK walking uphill on the balls of my feet, very painful walking downhill heel striking. I am a runner. I think this is tendonitis or bursitis. Could it be more ominous?
