What Do Pain And Swelling In The Urethral Opening Indicate?

I have been tested in my past for STDs and UTIS because of this problem. Both tests came negative. I haven’t been sexually active since the testing. I had been experiencing painful ironstone and urethral discomfort as well as my urethral opening looking quite swollen and raised. Like it’s on a bump. I don’t know how is is supposed to look exactly but I don’t remember my urethral opening being on quite a big bump?
