What Do Itchy Rashes On The Legs Indicate?

I have had a dry bumpy rash with intense itching, blotchy skin like contact dermatitis with fluid weeping along the legs, especially crusty and wet at the backs of the legs,knees,; duration one month, it has extended to the arms and now the upper back and back of the neck. it is made better with ice or cold and made worse with heat. no known recent contact with infected persons, no known history of chicken pox. Have been treated for vein clot, DVT and PE last year. I live in desert region, dry and windy recently.

the skin lesions in your case seem to be dermatitis or eczema which could be triggered by an allergy or the dry hot weather. you haven't specified if you are a diabetic.
please get a detailed blood check especially for blood sugar levels and eosinophil count.
if the skin is oozing it could be a secondary bacterial infection.
use a local antibiotic and anti-inflammatory ointment on the skin lesions. take an antiallergic orally.
fusidic acid ointment would be fine along with tab Allegra 120 mg twice daily for a week.
the earlier episode of DVT and PE show the impaired circulation but should not be a reason for your skin lesions.
also have micronutrients and vitamins in your diet. exercise regularly for an improved circulation.
