What Do Fluid Filled Bumps Inside The Cheeks Indicate?

I have small, seemingly fluid filled bumps on the inside of my cheek, they aren't actually filled with fluids of any kind. They are about the size of the tip of a pen and do not cause any pain and there are only about 4. Could you give me a few names as of what it could be?

As per your complain small pen tip sized bumps over the inner cheeks that are painless and cause no discomfort seems to be be Fordyce's spots that are nothing but elevated Sebaceous glands that secrets an oily substance that helps in maintaining lubrication..
Many a times they are slightly raised and are present on the inside of cheeks extending from the angle of mouth..
They are completely harmless and will stay persisting and you need not to worry about it as it will not cause and discomfort..
You need not to get them removed or no treatment is needed..
In case if they cause any pain or discomfort you need to consult an Oral Physician so that he can guide you towards other probable causes like canker sores or cold sores..
But as per the explanation it looks like Fordyce's spots only..
