What Could Cause Wet Penile Tip?

The tip of my penis has been feeling wet and clammy recently. Almost like the feeling you get when you get a small drip of urine in your underwear. This has been a pretty constant feeling and it is very annoying. I am not and never have been sexually active. I am 18 years old, and masturbate frequently.
