myboyfriend has white residue on the head of his penis and a round the head of his penis it's flaky like almost like dry skin but it won't come off and soap with soap and water what could this be please help me.and is it safe for us to have intercourse I'm very scared

From history it seems that there might be having collection of smegma and not cleaning daily resulting in white layer stuck on glans penis.
Ask him to do daily cleaning by averting fore skin while taking bath.
With this problem there might be having chance of infection doing intercourse.
