I have been having a whistleling sound in my lungs when I exhale. Last year at this time I was going under radiation treatments for Stage 1 DCIS Hormone Negative Breast cancer. I had 22 radiation treatments. Could that have anything to do with the breathing problem? Or maybe something else is going on.

As per your history you had radiation therapy one year back and now you feel wheezing from your lungs. It can be simply a lung infection or it can be because of the radiation effect too.
Radiation can sometimes cause lung fibrosis and which intern leads to breathing associated probably.
You need to get a consultation by a pulmonologist and also get your lung function test done.
