Hi..i have been having tingling in my face and neck on the left side. i have been having this for a couple of months .. the stiffness in my neck however has been going on for several months .. last july i removed a skin tag that was on the left side of the neck

I think you need to get evaluated doing at least an X-ray of the neck to check for spondylolisthesis which can cause stiffness and pain. Take anti-inflammatory drugs such ibuprofen or naproxen for pain.
